Industrial Warehouses Under Construction

The City of Bee Cave is providing this update following a hearing on March 13, 2025 in which the city filed motions to force the industrial warehouse developer to release key documents that had been previously withheld.

 Judge Daniella Deseta Lyttle of the 261st District Court released the following rulings on March 24, 2025.

 Judge Deseta Lyttle ruled that Velocis, the landowner and developer of the industrial warehouses, must turn over the following documents to the City of Bee Cave by April 7 at 5 p.m.:

  • All documents related to any projections regarding the expected revenue, costs, and profits regarding the Sweetwater Property and its intended development and use. 
  • All contracts or agreements with any contractors or subcontractors related to the construction of the Warehouse Facility. 
  • All documents and communications concerning [Velocis’s] solicitation or receipt of any subcontracting bids or proposals in connection with the Project or the Warehouse Facility. 
  • Documents sufficient to identify all contractors and subcontractors who have worked on the Project or the Warehouse Facility. 
  • All documents and communications with HCM Development Consulting LLC or HCM Advisors [Former City Manager Clint Garza’s company]. 

 In addition, Judge Deseta Lyttle ruled the City of Bee Cave must provide the defendants any documents or communications related to the Development Agreement, the property, Velocis or the lawsuit if they do not include information protected by attorney-client privilege.

 These documents are part of the discovery process for this case that is expected to go to a jury trial in August 2025.
